The 2022-2024 Immigration Levels Plan is here


Announced by the Minister of Immigration, Refugees and Citizenship (IRCC) Sean Fraser today, the 2022‒2024 Immigration Levels Plan is finally here. Building on the previous levels plan, the 2022-2024 level plan aims to include 431,645 permanent residents in 2022, 447,055 in 2023, and 451,000 in 2024.

Clearly, this ambitious plan shows sign that IRCC works to increase immigration to support Canada's economic resurgence and post-pandemic growth.


It is worth noticing that the Provincial Nominee Program (PNP) target continues to outnumber the Federal High Skilled category which Includes the Federal Skilled Worker(FSW) Program, Federal Skilled Trades Program(FST), and Canadian Experience Class(CEC) in 2022. IRCC aims to welcome 83,500 PNP immigrants versus 55,900 FSW/FST/CEC immigrants in 2022. But the immigration level of the FSW/FST/CEC will gradually return to normal in 2023 and 2024, at 75,750 and 111,500 respectively.


Many are restoring hope for the TR2PR public policy to reopen by reading this 2022-2024 immigration levels plan. As the plan indicates, the Federal Economic Public Polices which "Includes the time-limited temporary public policies for temporary resident to permanent resident pathways" focus to land 40,000 immigrants in 2022 and 32,000 in 2023. As suggested by IRCC, all admissions under Federal Economic Public Polices are expected to be completed by the end of 2023. At this point, we are not clear if IRCC means to finish up their 2021 TR2PR inventory or will actually admit more immigrants under the TR2PR public policy in 2022 and 2023. I would wait and see the situation to unfold itself. Having said that, it is always a good idea to get ready for your immigration application because anything is possible and you need be ready when surprise hits. For example, having your IELTS or CELPIP test done earlier is definitely a good idea.


The Immigration levels plan also sheds a ray of light upon the popular Parents and Grandparents Sponsorship Program (PGP). It sets an annual target of 25,000 in 2022, 28,500 in 2023 and 32,000 in 2024.
